FED:Labor MPs to accept live trade petition

Three federal Labor MPs will accept a global photo petition calling for an end to live
animal exports.

KELVIN THOMSON, JANELLE SAFFIN and MELISSA PARKE previously have expressed opposition
to the trade, even though they refused to back two separate moves in parliament last week
to end live exports.

The World Society for the Protection of Animals, which has been running an international
campaign against the trade, has collected 10-thousand photos of supporters with arms outstretched
for what it calls a humane chain.

FED:Wild rivers inquiries exhausting: council

The Cape York Land Council has suggested the federal parliament is trying to exhaust
indigenous people opposed to Queensland's wild rivers legislation.

The council says an opposition move to water down the state laws .. which aim to protect
pristine river systems by limiting development .. is the most scrutinised bill in parliamentary
history.

There are two ongoing inquiries into the federal coalition's draft laws .. while another
inquiry has already reported back to parliament.

Land council chairperson RICHIE AH MAT has told a Senate hearing the obvious conclusion
is that the inquiries were cynically established to stymie their campaign .. and to bleed
them dry financially.

The land council argues Queensland's wild rivers laws restricts land use and development
without compensation.

Monster.com Unveils Monster for iPad Application for Always-On Job Search Capabilities
Type: News

To reach and connect prospective employers with job seekers in a mobile, always-on way, Monster.com, a job matching engine and flagship brand of Monster Worldwide, Inc., announced it is making available an iPad application for job hunting. The free iPad app, designed specifically for job seekers, is available today via the Apple App Store.

The Company said similar to the existing iPhone application, the Monster for iPad application was developed to complement the user experience on the Monster.com Web site itself. It is fully integrated with a user's Monster account, giving mobile access to their stored resumes, cover letters, apply histories, etc., creating a seamless job search experience. Job seekers are able to leverage their account information via the Monster for iPad application to:
-Search for jobs using built-in GPS for jobs nearest seekers;

-Access and manage saved jobs;

-Save jobs to review later;

-Apply for jobs;

-View application history; and

-View resumes and edit cover letters.

According to a release, the Monster for iPad app builds on Monster's mobile strategy - which already includes an iPhone application and a mobile-optimized version of Monster.com - to meet the emerging needs of mobile seekers. In the five months since Monster unveiled the iPhone application, seekers have conducted 1.5M job searches, viewed 3.1M jobs and applied for over 200,000 jobs. Similarly, the Monster for iPad application is ideally suited to this same group of Monster job seekers who flock to their favorite mobile devices to hunt for their next career. This is especially true for discrete seekers- the highest usage of Monster's website is during normal business hours; the Monster applications for both the iPhone and the iPad enables those discrete seekers to quietly search and apply for jobs during business hours.

"At Monster, our goal is to enable seekers to uncover their right career opportunities that will ultimately improve their lives. Just as we've done with the iPhone application, we hope to do the very same thing with the iPad application - giving seekers a slew of options to access our database to find their perfect job, as soon as it becomes available," said Vasu Nagalingam, senior product director at Monster Worldwide. "More and more users are adopting mobile and portable devices as their primary means of accessing the Internet - Morgan Stanley predicts Smartphone shipments to eclipse PC shipments by mid 2012. By providing access to our 6Sense job search engine job search engine via the mobile engagement channel, Monster is committed to providing all the tools necessary for job seekers to reach their potential."

In addition to the benefits seekers will reap from using Monster's mobile applications, the Company noted that this move is also a true value-add for Monster customers whose job postings on Monster are now accessible on the mobile engagement channel. As more users migrate to mobile devices, Monster customers will continue to benefit with increased exposure to their job openings as Monster adapts its approach to meet the changing behavior in job seekers.

Monster Worldwide, Inc., parent company of Monster, a global online employment solution for more than a decade, strives to inspire people to improve their lives.

CRIK:Healy backs butter-gloved Akmal

By Jim Morton

BRISBANE, Aug 30 AAP - Former Australian wicketkeeper Ian Healy has no doubts Pakistan's
SCG villain Kamran Akmal was completely innocent of match-fixing despite his butter-gloved
display in January.

Vice-captain Akmal dropped four catches in Australia's second innings which allowed
the home side to make a remarkable fightback which eventually resulted in an astonishing
36-run win.

Among the controversial gloveman's misses behind the stumps were three grassed chances
off Mike Hussey who went on to score an unbeaten 134 to give the home side a lead of 175.

Pakistan crumbled in pursuit of the small target and Akmal was dropped for the third
Test in Hobart following claims in his homeland the Sydney match was fixed.

But Healy on Monday revealed the wicketkeeper had sought him out before the three-Test
series and asked for advice about his poor form.

"He was stiff as a board and extremely tense," Healy said. "You couldn't drop those
on purpose they way he was doing it.

"His technique had gone off, which he told me about two weeks before - the ball wasn't
going into his glove that well for the spinners.

"I said to him `look, we'll work on that in Hobart'. I wasn't going to the Sydney Test.

And then he did that.

"It didn't look to me as if they were on purpose at all."

Healy, who played against Pakistan in the mid-1990s when Australia scored a come-from-behind
one-day win that was later found to be rigged, preferred to look at the bright side of
the recent allegations.

"I'm pleased it's been caught or exposed, that's the best thing about it," he said.

"We'd be stupid to think this is new.

"How long has this lurk been going on? It's a long time I'm sure, but it's been caught
which is awesome.

"I don't think it's disturbing, I think it's great that it's been caught."

SYDNEY, Aug 19 AAP - A tow truck towing two vehicles has smashed into the wall of an
apartment block in Sydney's eastern suburbs.

A heavy-vehicle tow truck towing a truck and a trailer carrying pallets of bricks was
travelling north along Old South Head Road in Bondi about 9.20pm (AEST) yesterday.

It is believed that due to the wet roads and the weight of the load being pulled, the
tow truck was pushed down the hill, where it slid across the road to the right hand side,
drove over a grassy area and smashed into the brick wall of a unit block.

There were no injuries to the driver or passenger and noone else was injured in the
incident, police said.

It is not known to what extent the unit block was damaged.

Power lines were down due to the truck colliding with a power pole, but Energy Australia

Qld: Storeowner condemned over "wall of shame"

By Evan Schwarten

BRISBANE, April 11 AAP - A retailer who posted pictures of alleged shoplifters, including
children, on "a wall of shame" at his business has been criticised but is not likely to
face criminal charges.

Included in the wall, posted at the Bargain Warehouse at Goodna, west of Brisbane,
are photographs of a mother and daughter and a 13- and 14-year-old, all allegedly caught
stealing from the business.

To have the photographs removed, the owner insists the alleged shoplifters pay a $100
donation to the Rotary Club.

Under Queensland law, it is illegal to identify children allegedly involved in criminal activity.

However, a police spokeswoman said none of the people photographed had made a complaint,
though one had been made by Ipswich City Councillor Paul Tully, and at this stage the
business owner had not committed an offence.

The retailer could not be contacted today but it is believed the photographs have
since been taken down.

Queensland Retail Traders and Shopkeepers Association executive director Scott Driscoll
said the retailer's actions were misguided.

"It's not the way to be going. We certainly wouldn't be advising our members to take
this approach at all," he told AAP.

"We're not talking about something that has been prosecuted and an outcome found -
wild allegations and suspicion is not the way our society operates."

However, Mr Driscoll, whose association represents more than 3,000 Queensland traders,
said he understood the owner's frustration.

He said shoplifting cost Australian businesses $800 million a year.

"I feel greatly for the shopkeeper. Obviously, you don't do this for no reason and
you don't do it the first time you've suffered somebody stealing from your business,"

he said.

Mr Driscoll urged the retailer to find legal ways of dealing with his concerns, such
as working closely with police and keeping photographs of alleged offenders away from
public view so staff could recognise them if they returned.

Four Major Firms Join To Launch New Electronic Trading Platform For Mortgage And Asset-Backed Securities.

Business Editors

NEW YORK--(BUSINESS WIRE)--August 2, 2000

Bear, Stearns & Co. Inc., Credit Suisse First Boston, Lehman Brothers, and Salomon Smith Barney announced today that they will launch a new company with a mandate to build the premier electronic trading platform for all types of mortgage and asset-backed securities. The new joint venture will offer an internet-accessible trading system for the mortgage securities market. The goal of the joint venture is to provide a more efficient marketplace for investors, along with significant operating cost savings for the industry.

By providing unsurpassed price transparency and liquidity, the joint venture is expected to offer the most significant enhancement to this marketplace since its expansion in the late 1970's. The four firms, which expect to use the new system for their own trading activity, are among the leaders in asset-backed and mortgage securities, and as such are all major market-makers. By bringing their customers into one marketplace, the current level of liquidity has the potential to grow exponentially.

In a joint statement, the four firms said, "What led us to this effort was a shared belief that we need to make it easier, cheaper, and faster for our institutional customers to trade mortgage and asset-backed securities and a recognition that advances in technology and communications mean that by supporting a single new trading platform, we can achieve a level of liquidity never previously available."

In its first stage of operations, the new company will offer dealer subscribers an electronic network as an alternative to the traditional telephone-based systems through which most inter-dealer trading takes place today. The system will initially handle trades in Ginnie Mae, Fannie Mae and Freddie Mac guaranteed mortgage securities and will be open to any dealer that meets customary industry credit standards.

The network will subsequently be expanded to provide direct access for institutional investors as well as broker-dealers and will broaden its product mix to handle secondary trading in the full range of mortgage and asset-backed securities. The new company will also provide ancillary products and services, including analytic and research data used to value the securities. The firms plan to consult extensively with institutional investors to assure that the new platform meets their requirements.

I found the mum I had never seen on; ADOPTED DANIEL TRACKS HER DOWN IN THREE SECOND INTERNET SEARCH.(News)

Byline: SALLY WINDSOR

FOR years Daniel Eve grew up wondering who his real mum was and what she was like.

Given up for adoption at birth, he thought he would never find out...

But now, with the click of a mouse, he has been reunited with the family he never knew he had - after tracking her down on Facebook.

And today, on his 22nd birthday, Daniel is delighted to be celebrating with both his biological and adoptive mums.

He said: "I always thought Facebook was for finding old school friends and having a bit of a laugh. But it's reunited me with a person I thought I'd lost forever... my natural mum."

Daniel, who knew he was adopted from an early age, had long thought about tracking down his birth mother, yet thought it was an impossible task.

All that changed with a chance meeting with the nurse who had been present at his birth.

"I'd gone to hospital with a minor injury," he explained. "Amazingly, the nurse said she recognised my adoptive surname. She had been a trainee at the time I was born and said it was the first time she had ever seen an adoption, so it stuck in her mind.

"She remembered the heart-breaking decision my mum made to give me away. My mum had desperately wanted to keep me but she was just 18 with a baby already and couldn't look after me properly."

The nurse told Daniel, who lives in Livingston near Edinburgh, that he had been born at the North Derbyshire Royal hospital in Chesterfield.

Armed with this information he sought out his adoption background summary - two pieces of paper with his name and his mother's maiden name - and tried to match it up with census records. After discovering that his mum had married, he typed her name into Facebook - and in three seconds found just one match.

"After 21 years I knew I had found her," he said. "There was a little picture. I instinctively knew it was my mum.

"Without thinking what I would say I clicked on her page and wrote her a message.

I remember saying, 'I'm sorry this is out of the blue, but I think you might be my mum. I was wondering if you remember me'.

"I was terrified she wouldn't remember who I was. I'd check every minute to see if she'd replied.

"Three days later there was a message.

When I read the words 'my darling boy' I started to cry. I was shaking, thinking 'I've waited all my life for this'."

His mother Kathryn Gaunt, now married with three children, confessed she had thought about Daniel every day since the moment she gave him away.

She emailed her phone number, asking: "Can I speak to you? I want to hear your voice."

Daniel said: "I felt panic. But when I called her it was like I had known her all my life. We spoke for nearly three hours."

Kathryn, 40, who still lives in Chesterfield, said at first she couldn't believe it.

"My legs went to jelly as I read the message," she added. "In my head Daniel was still the baby I'd handed over. I just wanted to hug the little boy I'd longed for so long."

Just 24 hours later they met for the first time. He also met his birth family - including his older brother Adam, now 24.

Kathryn said: "Daniel and Adam looked so alike. We hugged and cried for hours. He's now part of the family.

"I've got a lot to thank Facebook for, they brought my baby back to me."

Jack Black claims 'Tropic Thunder' isn't offensive - because it makes fun of everyone. The controversial new movie has received much criticism - in particular for casting Robert Downey Jr as an actor who has his skin darkened to portray an African-American soldier - but the 'Kung Fu Panda' star feels the attacks it has received are unwarranted.

Speaking at the UK premiere of the movie in London on Tuesday, Jack said: "I knew that we were taking some risks but now I think it is just a really funny movie and we offended everyone so no-one should be offended. It makes fun of the whole world. I think we were pretty equal opportunity. I just hope the audiences will cut us some slack."I thought, if anything, Robert would get the heat mostly because what he does seems to be the most sensitive taboo. You're not supposed to portray characters of that particular tone. I guess you never know where sensitivity will crop up." Mobile Shopping for Appliances? Si, Says GE.

GE Appliances introduces Spanish-language mobile site

LOUISVILLE, Ky. -- Responding to the needs of a growing market segment, GE today introduced a new Spanish-language mobile site that allows consumers to browse for appliance information on Internet-capable cell phones. The English-language version of the mobile site launched in November 2010.

"The new mobile site will include everything that is on the English mobile site, just translated to Spanish," said Irene Newsom, program manager for GEAppliances.com. "Shoppers will be able to browse products, rebates and promotions, and product specifications, as well as locate stores in their area."

To determine what information to display on the mobile sites, GE conducted an online poll to create the first draft and then hired a specialty firm to test its usability before launching.

Usage of both cell phones and smartphones is increasing more rapidly among the Hispanic population than among the total population, according to analysis by Scarborough Research. While cell phone use among adults in the general population has increased 18 percent since 2005, usage among Hispanic adults has gone up 26 percent.1

In addition to the mobile sites, GE offers an English-language iPhone app for browsing appliance information. "GE's goal is to provide our consumers with the information they want, in a format that works for them. The mobile sites are easy to read and easy to use, in order to help people research products or make those last-minute buying decisions in the store," said Newsom.

"Over the past year, GE has seen a 'huge' increase - 75 percent - in traffic to the Spanish-language version of its regular consumer website," said Newsom.

To use the Spanish-language mobile site, go to es.m.geappliances.com in your phone's web browser. The English language mobile site is m.geappliances.com.

ATTORNEY GENERAL ERIC HOLDER SPEAKS AT THE HARVARD SCHOOL OF PUBLIC HEALTH EVENT.

Boston -- The following information was released by the U.S. Department of Justice:

Boston ~ Friday, May 6, 2011

Thank you, Dean [Julio] Frenk. It's a pleasure to be here. And it's a privilege to join with so many leaders and distinguished members of the Harvard community. I especially want to thank Associate Dean [Jay] Winsten for moderating our discussion and, more importantly, for his leadership and friendship. More years ago than either of us would like to say, when I served as Washington, D.C.'s United States Attorney during one of the city's most dangerous eras, Jay and I worked together on several initiatives to reduce youth violence and promote youth mentoring. Today, Jay -- and several other members of the Harvard faculty, including Dr. Felton Earls, who I'm glad to see here -- are valued partners of the Department of Justice. And all of us will benefit from the perspective and expertise that they bring to today's discussion.

I look forward to hearing from him -- and from all of you -- about the ways that we must, and will, strengthen our approach to addressing one of greatest public safety -- and public health -- epidemics of our time: children's exposure to violence.

No matter your area of interest or expertise, this issue is at the forefront of the goals that we share. For me, protecting the health and safety of our children has been both a personal and professional concern for decades. As a prosecutor, as a judge, as a United States Attorney, and as Deputy Attorney General, addressing the causes and remedying the consequences of children's exposure to violence was a prominent part of my daily work. Today, as Attorney General -- and as a parent of three teenagers -- it remains a top priority.

Over the years, I've learned that we must confront this problem by clearly and thoroughly understanding what we, and our children, are up against. During the late 1990's, when I served as Deputy Attorney General, I had the opportunity to work with leading researchers to take an in-depth look at the problem of children's exposure to violence. We learned that -- whether a child was an observer or a direct victim of violence -- the experience was associated with long-term physical, psychological, and emotional harm, as well as a higher risk for drug and alcohol abuse later in life. We discovered that children exposed to violence fail in school more often than other kids -- and are more likely to suffer depression, anxiety, and other post-traumatic disorders. They're more likely to develop chronic diseases and to have trouble forming emotional attachments. And they're more likely to commit acts of violence themselves. In short, we learned that violence affects the brain as much as it affects the body and spirit.

But we still didn't know how prevalent the problem really was. Back then, we didn't have comprehensive data that could give us the full story about where -- exactly -- violence touches the lives of children across age groups and across settings. And we didn't have the research to tell us about the cumulative effect of exposure to violence.

Now, we do. And now, more than ever before, we must act.

During my first year as Attorney General, the Justice Department released findings from our National Survey of Children's Exposure to Violence, which revealed that the majority of our kids -- more than 60 percent of them -- have been exposed to some type of crime, abuse, or violence. These patterns of violence can take many forms -- from pushing, hitting, and bullying to witnessing or experiencing gun, knife, gang, domestic, or sexual violence. And they aren't limited to any one region, community, or demographic group. Exposure can happen at home, in the streets, during school, or on the Internet, where children face serious and unprecedented threats.

I was startled to learn -- in my review of the most recent Boston Youth Survey produced by Harvard's own Youth Violence Prevention Center -- that, in one month, more than seven in ten of the young men surveyed said they had fired a gun or were punched, kicked, choked, beaten up, shot at, or attacked with a weapon. And more than a quarter of these young people said they felt unsafe in MBTA buses, trains, and stations.

But no matter where you live, today -- across this country -- children are more likely to be exposed to violence and crime than adults. This problem has significant consequences for individuals, families, and entire communities -- and affects each one of us. That's why effectively addressing it must become our common cause.

Many of you have already pledged your best efforts in this work. And I'm here today to tell you that I will not ignore the needs of the most precious and most vulnerable among us. A justice system -- and a society -- that fails to make protecting children a top priority is failing in its most fundamental responsibility.

But the good news is that, today, there is good cause for optimism. Quality intervention programs have shown clear benefits in fostering healthy child development and countering the negative effects of violence. In other words, it is possible -- and it is within our power -- to help the kids who need us most.

At the Department of Justice, we have made an historic commitment to this work. I'm proud that -- through our Defending Childhood Initiative -- we are directing resources for the express purpose of reducing children's exposure to violence, raising awareness of its ramifications, and advancing scientific inquiry on its causes and characteristics. By playing a convening role in the National Forum on Youth Violence Prevention, we're assisting teams of community stakeholders and leaders in selected cities across the country -- including Boston -- in implementing comprehensive, researched-based violence prevention and reduction plans.

But there are several additional steps we must take.

First of all, we need to recognize that children's exposure to violence is a public health issue. And it demands a public health response. From my colleagues and partners in this field -- and from my wife, who works as a physician -- I've learned a great deal about the advantages of adopting a public health approach when addressing problems, including criminal justice problems. This means calling attention not only to a problem's symptoms, but also its source. It means focusing on prevention; asking which populations are most vulnerable; and determining how behaviors spreads.

Second, we must address the problem holistically, not in fragments. We need the type of success that's been achieved at the Boston Medical Center, where pediatric providers have come together with mental health professionals and attorneys to ensure that all of a child's interests are protected.

At the Justice Department, offices covering a broad range of issues -- from violence against women and juvenile justice to community-based policing and victims of crime -- are actively engaged in coordinating efforts to prevent children's exposure to violence. We are building on existing partnerships with the Departments of Education and Health and Human Services, as well as with our law enforcement partners in the field and with U.S. Attorneys' Offices across the country. And we are now teaming up with organization such as the American Psychological Association, the American Academy of Pediatrics, and the National Council on Juvenile and Family Court Judges to broaden our perspective and implement the comprehensive solutions we need.

We also have embraced the reality that, while the federal government has a responsibility to act, our efforts cannot be successful without local police officers, community leaders, teachers, coaches, principals, and -- above all -- parents.

Third, we must ensure that professionals within each discipline are sufficiently trained to identify children who've been exposed to violence, and to assist with remediation. These signs, as you know, may be as obvious as a physical injury or as subtle as a mild cognitive impairment. Of course, neither is a definitive sign of exposure. But a process for screening can be effective in determining what may be wrong -- and how best to treat it.

Fourth, and finally, we must meet this problem with all the resources that sound science can bring to bear. Restoring scientific decision-making at the Justice Department is one of my highest priorities. And while research has told us much about the incidence and impact of violence, it hasn't yet told us everything. We need more information about what works -- and what doesn't -- so that policymakers and practitioners can make informed decisions about how to tackle the problem and tailor approaches to meet the needs of individual communities. That's one of the reasons that the work currently underway here in Boston is so exciting. Earlier today, I met with your local Youth Violence Prevention Team -- a diverse and dedicated group -- and I have no doubt that their work will make a powerful difference for communities and young people across Massachusetts, and far beyond.

Here -- before another group of partners -- I'm reminded of something that this school's former dean, Harvey Fineberg, once said: "If a medical school is akin to a school of law, then a school of public health is like a school of justice."

Since the turn of the last century, the Harvard School of Public Health community has confronted every great public health crisis of our time with the same urgency and sense of mission that has always inspired our nation's pursuit of justice. Over the years, you've made critical contributions to the field, to our communities, and to our entire country.

Through the Youth Violence Prevention Center, the Boston Data Project, and other initiatives, you've done the same for children's exposure to violence. By your very presence here today, you've demonstrated your commitment to solving a problem that, simply put, will determine the future course of our country. I share your commitment. And I believe that, together, we can transform America for the better -- one child at a time.

On behalf of the Department of Justice, I look forward to working with you -- and to continuing the critical discussion that we're beginning today.

Thank you.

Britannica's Michael Ross Named to Educational Publishing Hall of Fame.

Digital publishing pioneer to be inducted at Waldorf ceremony

Chicago, IL (PRWEB) November 12, 2009 -- Digital publishing pioneer and Encyclopaedia Britannica executive Michael Ross has been named to the Educational Publishing Hall of Fame and will be inducted into it at an award ceremony at the Waldorf-Astoria in New York City on December 3, the company announced today.

Ross, who serves as Britannica's senior vice president for worldwide product development, education and technology, will be honored by the Association of Educational Publishers (AEP), which confers hall of fame membership, along with Nelson B. Heller, president of EdNet at MDR; and Pleasant T. Rowland, founder of Rowland Reading Foundation and American Girl.

A thirty-year veteran of the publishing industry, Ross held positions at several companies, including Time-Life Books, before joining Britannica in 2002. He was an early advocate for electronic publishing and today writes and speaks widely on what publishers must do to succeed in a publishing marketplace that is increasingly global, digital and highly competitive.

"Things we take for granted today started out as innovations that someone put forth in the face of skepticism," said Charlene Gaynor, chief executive officer of the Association of Educational Publishers. "The Internet and digital publishing have become second nature to our industry, but it wasn't long ago that people like Michael Ross were prodding publishers toward these areas, and sometimes it was an uphill battle."

Ross has contributed to several industry publications, including the "Experts' Guide to the K-12 School Market." His book, "Publishing Without Borders: Strategies for Successful International Publishing," was published in 2003. His most recent book, published in 2007, is "Publishing Without Boundaries: How to Think, Work, and Win in the International Marketplace." He speaks often at international conferences on electronic publishing, strategic alliances and licensing.

At Britannica, Ross has spearheaded efforts to extend Britannica's Web operations on a worldwide scale while also developing award-winning new print titles for schools and libraries, such as Britannica Illustrated Science Library.

"Michael has been invaluable to Britannica's publishing strategy over the past decade," said Jorge Cauz, president of Encyclopaedia Britannica, Inc. "Since we made our initial forays onto the Internet in the 1990s, our goals have been to refine, diversify and expand our digital offerings around the world. Michael's vision and direction have been crucial in enabling us to do that."

Induction into the hall of fame is educational publishing's highest individual honor. Notable honorees from previous years include Fred Rogers, late host of the popular children's television program "Mr. Rogers' Neighborhood"; Dick Robinson, chairman of Scholastic, Inc.; and Peter Jovanovich of Pearson Education.

Some of Michael Ross's writings on publishing are available on the Britannica Blog. An interview with him is available on the AEP blog.

ADVANCING TECHNOLOGY FORCING CHANGES IN BANKING REGULATIONS.(PERSPECTIVE)

Byline: MARTIN MAYER

Not so many years ago, futurists expected the imminent arrival of ``the financial department store,'' one-stop shopping where customers could find anything their hearts might wish in financial services: checking and savings accounts, mutual funds, personal and auto loans, credit cards and mortgages, brokerage accounts, futures contracts, foreign exchange for use or speculation, insurance policies.

Bankers, restricted to plain-vanilla banking services by New Deal legislation, gnashed their teeth in envy, and were left with making questionable loans to developing countries, junk bond artists and real estate developers.

American Express acquired a large insurance company, the United States' second largest brokerage firm and a family of mutual funds to go with its credit cards and travelers' checks and foreign banks. Prudential jumped into stock brokerage, limited partnerships and real estate brokerage. Merrill Lynch offered checking accounts and credit cards and its own money market funds, and bought one of the largest real estate brokers.

The player the banks really envied was Sears, which had its own storewide credit program plus its own credit card, two S&Ls, a trust company, one of the country's biggest insurance companies, a real estate brokerage and an auto leasing company, in addition to the stock exchange house Dean Witter. Floor space in the stores was redecorated for financial services salesmen.

Then, suddenly, most of this was gone. Amex sold Shearson-Lehman, Sears sold its S&Ls, trust company and Dean Witter, and the only reason Prudential didn't sell Bache was that nobody would buy it. Merrill sold Century 21. But the banks still resented the fact that all these companies could do things they couldn't, and despite their often negative experiences in businesses they didn't understand very well, the travel and brokerage and insurance and retail companies still wanted to cut out the middleman and do banking business for themselves.

Banking is the heavy metal of public interest, because more of the nation's money supply is created by the banks than by the mint. What banks can do and what nonbanks can't do is governed in large part by laws written to exorcise the Great Depression. These laws were not necessarily stupid. Restricting banks to their own locality permitted interest rates to be low where the regional economy was sagging and high where it was booming.

But technology has made these laws obsolete. In the age of the Internet, the money market is inescapably nationwide. When I moved to Washington and my bank account was still in New York, I thought it was stupid that I could take cash from a Citibank ATM in D.C. but had to mail the check back to New York to make a deposit. In fact, it was stupid. But it was -- and still is -- the law.

Computers and telecommunications machinery have ended the distinctions between checking accounts that have to be processed every day and brokerage accounts that used to be called up only periodically. Computers settle securities transactions in the blink of an eye, calculate and expose the implicit options in what once were considered simple investments like home mortgages.

Differences that seemed immutable -- like that between a bond with fixed terms sold to the public and a loan with renegotiable terms shared by several banks and insurance companies -- become insignificant.

Observing what was happening, the banking regulators relaxed their rules: The Federal Reserve dented the New Deal laws to let banks sell securities services, and the comptroller stretched a geographical loophole to allow banks to sell insurance, though the branch supposedly doing the business had to be in a small town.

More than a quarter of a century has passed since Richard Nixon's Commission on Financial Structure and Regulation urged that ``all institutions competing in the same markets do so on an equal basis.'' (Federal Reserve Chairman Alan Greenspan, then a private consultant, was one of the commissioners.)

This year was to be the one when we would get radical reform, ``financial modernization.'' Banks would get the right to own and operate full-scale securities firms and to sell insurance anywhere. Securities firms and insurance companies would get the right to own banks. ``Firewalls'' would keep the banking system safe and sound. Theoreticians had another wish: Banking should be recognized as a business like other businesses, and banks should be permitted to own nonfinancial companies.

But banking isn't -- yet -- a business like other businesses. Other businesses can't pay their bills or make investments or reward their friends by issuing liabilities the government guarantees. The ``safety and soundness'' of banks is important to everybody, not just the bankers. If the government has to worry about the banks, then it has to worry about the subsidiaries of banks, and the government has enough to worry about already.

The problem the modernizers then faced is that insurance companies and securities firms already have nonfinancial subsidiaries. A bill that continued the prohibition against mixing banks and commercial companies might not give them enough goodies to win their support.

Finally, the Treasury Department looked at financial modernization from a consumer perspective: Let's get more competition into stock brokerage and insurance brokerage and banking. The country now spends $300 billion a year on financial services; let's see if competition can knock $30 billion off that. On the mixture of banking and commerce, Secretary Robert Rubin offered a Chinese menu: Column A you mixed within some fairly tight limits, Column B you kept separate. On the question of who would regulate what, Treasury went for continued supervision of securities work by the Securities and Exchange Commission and insurance work by the insurance commissioners, who have a history of protecting the public and the policyholders, rather than by the Fed, which protects the banking system.

Most of the Treasury's new proposals would simply legalize or regularize what's already, if awkwardly, happening. More and more, our economy makes financial decisions in the markets, not at the banks, and we use devices that don't necessarily have to involve banks -- credit and debit cards, telephones and computers -- to make our payments.

The time will come when banks are just like other businesses, and banking and commerce can mix and match. But as Greenspan recognized in his recent testimony to the House Banking Committee -- important testimony, because he used to be on the other side -- that time is not yet. Now we should find out if there really are public benefits, not just ways for some companies to make some money, in dismantling the regulatory barriers that blocked the financial department store.

ST. PETERSBURG, Fla. _ The White Sox wore replica uniforms of their 1906 world-championship club Saturday at Tropicana Field, dressing like the team that became known as the Hitless Wonders.

The Sox have been more like the Mittless Wonders in 2000, leading the American League in victories despite ranking dead last in fielding.

But they played error-free ball Saturday and turned four double plays in a 5-4, 10-inning win over Tampa Bay, using a controversial balk call against Devil Rays closer Roberto Hernandez as the springboard to victory.

With Magglio Ordonez on second and no outs in the 10th, Hernandez waved his pitching hand in a circular motion to get his catcher to flash him another sign. Second-base umpire Rick Reed called a balk that sent Ordonez to third, and one out later, Carlos Lee hit a sacrifice fly to bring Ordonez home with the winning run.

"It's probably the toughest call I've had to swallow in my career," Hernandez said. "I could understand it if I did it. But to give a team a run like that without even earning it?

"(The umpires) blew it. That's what happens when you're in last place. When you're in last, they don't care about what you do."

Reed later admitted he blew the call.

"I saw (Hernandez's) hand go up, and when his hand went up, that's when I attributed it as starting the motion," Reed said. "However, on the replay, it showed that exactly what he was doing was going for another sign. So I made a mistake.

"I don't like to be involved in the scoring of the game, and I don't want to be involved in the outcome of the game. Unfortunately, today I was."

All that mattered to the Sox in the end was the "W."

"We'll take it, especially off a guy as good as Hernandez," Jeff Abbott said. "That's been our season. We win in awkward ways. Maybe that means this is our year, with stuff like that going on."

Coincidentally, the Sox lost an extra-inning game at Tropicana Field on April 13 when second-base umpire Bill Miller made a controversial call that helped squelch a Sox rally in the 12th. Like Reed, Miller admitted after the game that he had blown the call, which involved Tony Graffanino, then a Devil Rays second baseman. This one involved Hernandez, a former Sox closer.

The Sox remained 8{ games ahead of Cleveland in the AL Central Division with their 70th victory. They're back to 24 games above .500.

Rookie Mark Buehrle (3-1) earned his second relief victory in less than 24 hours, and Keith Foulke pitched a scoreless 10th for his 21st save. With the tying run on first and one out in the 10th, Foulke induced Jose Guillen to hit a soft liner to second that Ray Durham turned into a game-ending double play.

James Baldwin left with a 4-3 lead after seven, but Tampa Bay tied it in the eighth on Guillen's two-out RBI single off Kelly Wunsch that bounced off third baseman Herbert Perry's chest.

Ordonez went 4 for 4 with two RBIs, stole a base and was credited with an assist on a double-play throw to first base in the third.
